DescriptionTITLE:           PROJECT-LINKED NATO (PLN) AGENDA 2030 -Black Sea Region Political Analyst LOCATION:    Headquarters Allied Joint Force Command Naples  (ITA) GRADE:          G15SECURITY CLEARANCE: NATO S E C R E TVACANCY N: OJS OIAN 1020 Employment contract:  3-Year Definite Duration Contract within the NATO Agenda 2030.1.  POST CONTEXT Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area. As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict. It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters. The Operations Directorate is responsible for directing, monitoring, assessing and coordinating operational staff functions. The J2 Division provides Intelligence in support of the planning, preparation, conduct and assessment of NATO assigned operations across all domains from Baseline Activities and Current Operations (BACO) through Crisis up to the Maximum Level of Effort (MLE), thus supporting the Commanders and HQ Staffs decision process. The Intelligence Assessment Branch provides a comprehensive picture of the engagement space covering all the Political, Military, Economic, Social, Information and Infrastructure (PMESII) domains in order to support the planning, conduct of operations and engagement functions of the JF HQ while in garrison and during an operation and/or exercise, and contributes to the federated intelligence production in ACO. The Non Military/Governance Assessment Section develops and maintains subject matter expertise of potential non military adversaries.The incumbent analyses the political domain of the Black Sea Region Countries in order to contribute to the development of a comprehensive picture of the engagement space, and supports the Knowledge Development, the operational planning and decision making processes based on.The incumbent reports to OJS OIAN 0010 - Section Head (Non-Military and Governance Assessment), A3/G17. 2.  DUTIESThe incumbent's duties are:Analyses information and intelligence pertaining to the "PMESII information domain" in order to contribute to the development of a comprehensive picture of the engagement space, and in support of the Knowledge Development, and the operational planning and decision making processes of JFCNP. Examine Black Sea regions countries, as complex adaptive systems, to identify behaviours and structures, and to assess strengths, vulnerabilities and interrelations.Acts as the Subject Matter Expert within the NM/GA J2 team on Russia and Former Soviet Union (FSU) countries of the Black Sea regional.Provides substantive analysis on a daily basis, particularly on carrying out research and analysis on peace and security issues related to Russia and FSU countries in the Black sea regionExamine the RUS and the FSU in the Black sea region, to identify Military Information Activities (MIA) conducted by other parties' behaviours and structuresContributes to the Campaign Synchronization (mainly through the JOC Crisis Action Teams, for the short-term, and Joint Coordination Working Group for the mid-term, or through other working groups, as appropriate)Maintains situational awareness of ongoing and current operations for the JFC, providing the conduit of current operations, including the RUS and FSU countries in the Black sea regionContributes to the synchronization of the military information activities to create desired effects on the will, understanding and capability of RUS and FSU countries in the Black sea region in support of mission objectives.Monitors and assesses political developments in assigned region and individual countries and analyses the policies of other international, regional and/or sub-regional organisations to provide the Command Group with early warning and policy options. Builds an international network of foreign policy experts to aid this understanding.Prepares and reviews background papers, briefing notes and talking points. Briefs senior level visitors.The incumbent may be required to perform like duties elsewhere within the organization as directed.The incumbent is required to undertake operation deployments and/or TDY assignments both within and outside NATO's boundaries.The work is normally performed in a Normal NATO office working environment.Normal Working Conditions apply. The risk of injury is categorized as: No risk / risk might increase when deployed.3.  QUALIFICATIONS AND EXPERIENCE ESSENTIAL University Degree in political science, public administration, international relations or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.Degree or equivalent in political science, international relations or related discipline and 2 years function related experience. Sound understanding of the interaction of those disciplines with military operations Extensive work experience as an analyst in a national function, NATO or other International Organisation.Must have an English Standard Language Proficiency level of "professional" in Listening, Speaking, Reading and Writing (SLP 3333 based on NATO standards).DESIRABLE Post-graduate university education in international affairs, political science, law, military strategic studies, economics.Previous experience in the Intelligence functional area .Educational and practical background of one of the different PMESII domains derived from a university education and working experience.Russian Standard Language Proficiency level of "functional" in Listening, Speaking, Reading and Writing (SLP 2222 based on NATO standards).4.  POSITION AND CANDIDATE PROFILEPersonal attributesThe incumbent must be able to integrate into a military organization and work in a team. Good communication skills are essential to interact at required levels. Frequently works under pressure, works long/irregular hours, and carries high workload. Must be able to work outside normal office hours and environment. Must be able to travel regularly to other HQs for coordination and ready to deploy temporarily to deployed HQ in support of development of security requirements. The incumbent must be flexible and able to work in more than one context simultaneously.  Professional contactsThe incumbent will have professional contacts with staff personnel of JFC HQ as well as higher and subordinate NATO HQs and two non-military organizations (IO,GO,NGO). The incumbent should be able to represent the Branch and to brief Command Group Senior Leaderships on the area of expertise as well as senior staff officers and equivalent outside NATO.Contribution to the objectivesPMESII Systems analysis represents the most important contribution to the Knowledge development process. It is the prerequisite of the advise given to the HQ leadership and staff, and directly impacts upon policy guidance issued within the HQ, subordinate commands and deployed formations. The incumbent's analysis and recommendation will influence the NATO operational level planning and decision making process.
