GOSR had been established as a temporary agency in 2013 to coordinate statewide recovery efforts for Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. GOSR administered approximately $4.4 billion in flexible funding made available by the U.S. Department of Housing & Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program to concentrate aid to four main areas —Housing Recovery, Small Business, Community Reconstruction and Infrastructure.RHC now serves as the lead principal office responsible for the administration of New York State's multiple CDBG-DR awards. RHC operates within the New York State Housing Trust Fund Corporation (HTFC) and the Homeownership and Community Development (HOCD) unit, which consists of the State of New York Mortgage Agency, the Affordable Housing Corporation, the Office of Community Renewal, the Office of Special Initiatives and RHC.JOB SUMMARYThe primary responsibility of the Director of Policy is to advise program staff on compliant design and implement of CDBG-DR- funded programs as well as rules and regulations governing other flood resilience and recovery programs. The Director of Policy will report to the Deputy Director of the Office of Resilient Homes and Communities.DUTIESServe as the primary policy lead for compliant RHC programming.Create, edit and maintain policy and program documents, including Policy and Procedures Manuals, guidance documents, and Action Plan amendments.Assist RHC's program staff in preparing for HUD visits and serve as point of contact during HUD visits.Support management, senior and executive staff in briefing the officials on storm recovery updates.Analyze existing policy and develop solutions that will support effective models being researched by the organizationOrganize meetings and maintain meeting minutes and policy decisions.Analyze and research existing policy and regulations to support program compliance with applicable Federal and State regulationsDocument lessons learned and best practices.Coordinate technical-assistance projects involving cross-functional teams.Design and deliver presentations at meetings and actively participate in work groups and advisory teams as needed.Build and maintain meaningful working relationships with internal departments and outside entities, including those working in related government agencies, and funding institutions.Other support to HCR leadership where requested.QUALIFICATIONSBachelor's degree with at least 5 years of relevant experienceSubstitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degreemay substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Knowledge of public policy in the areas such as disaster recovery, infrastructure, housing, economic development, and/or resiliency is necessary.Experience distilling quantitative and qualitative policy analysis into written descriptions such as briefs, memos, etc.Excellent writing, editing, and presentation development skillsAbility to work collaboratively with program and communication staffAbility to research policies, procedures, and regulationsMust be organized and concerned about detailsAbility to think creativelyAbility to manage multiple projects in a fast-paced environmentStrong research and analytic skillsStrong computer skills: Internet-research experience and knowledge of Word, Excel, and PowerPointWillingness and ability to travel within New York State occasionally.This job description is not intended to be all inclusive, and the employee will also perform reasonable related business duties as assigned.What we offer:Exciting opportunity to be part of New York's resurgence to greatness; Extensive benefits package including paid leave, excellent health, dental, vision and retirement benefits; Promotional opportunity for dedicated professionals.New York State is an Equal Opportunity Employer (EOE)#J-18808-Ljbffr
