This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. Please note that this position has been designated as a "Policy Maker" pursuant to the New York State Public Officers Law & the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. Summary: The Senior Director monitors project status, mitigates risks, resolves project issues, consulting with, and providing recommendation to senior management for critical issue resolution. This position coordinates project delivery with LIRR, MTA stakeholders and other state and federal agencies for LIRR projects including sustainability, resiliency, and any infrastructure improvements. The Senior Director will manage staff, contractors, consultants, and agency forces to execute projects safely and efficiently, on schedule, within budget and per project documents, contractual requirements, and relevant policies, procedures, standards and guidelines. The Senior Director will assist the Vice President in developing an overall business plan and schedule of milestones to ensure all staffing needs, budgetary requirements, procurements, hiring and training of new hires, and technical issues are addressed and resolved across multiple departments, Agencies and Stakeholders. This work may require working with other MTA agencies, Amtrak, New Jersey Transit, Federal Railroad Administration (FRA), and Federal Transit Administration (FTA). This position is responsible to communicate the status of all the projects at the executive management level of the LIRR, MTA federal and state level; and represents LIRR's interests in complex negotiations, legal agreement development and technical concurrences. Responsibilities: Responsibilities include but are not limited to: Act as liaison to manage the LIRR's sustainability and resiliency efforts. Provide data and plans to exhibit LIRR's compliance and lead working groups and facilitate LIRR operating department participation, reviews and decision-making. Manage and facilitate project activities and interfaces. Directs the LIRR's day-to-day efforts to resolve policy and technical issues between LIRR, other MTA agencies, and external Agencies and provide leadership for achievement of departmental goals and objectives. Review work scope, designs, specifications, estimates and schedules for projects. Provides leadership at LIRR for management and coordination of business administrative activities to ensure the long Island Rail Road (LIRR) is prepared for the project and construction activities. Directs and evaluates work activities of subordinates. Interfaces with Directors, Sr. Project Managers, department heads and senior railroad management. Select, develop, and motivate staff. Ensure an environment that allows individuals to work to their potential. Ensure corporate safety policies are adhered to at all times. Qualifications: Bachelor's degree in engineering, Planning, Construction, or related field of study. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval. Minimum of 10 years of Senior engineering management experience and responsibility in the operations and engineering field, including management of staff and budget, and knowledge of railroad operations. A minimum of 5 years' experience managing a staff is required. Must possess demonstrated, strong analytical, problem solving and decision-making skills, with ability to identify issues and take initiative to effectively resolve. Must possess proven leadership, judgment, effective verbal, written communication, interpersonal and presentation skills with the ability to motivate people. Knowledge of construction industry (including railroad facilities, civil, electrical, mechanical, signal, communications, power, and rolling stock. Knowledge of scheduling and planning for LIRR departments (all disciplines). Ability to manage large complex projects and organize diverse groups of stakeholders to achieve common goals. The individual must have the ability to direct project planning, review process and execution of assigned tasks. Excellent communication skills, writing skills and group mediation skills and the ability to function effectively in public forums are essential. Ability to prepare and conduct presentations to upper management. Familiarity with LIRR operations and engineering and the MTA Capital Program. Demonstrated ability to communicate effectively with key internal and/or external stakeholders. Familiarity with the MTA's policies and procedures. Other Information: In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than 10 sick days in two of last three years is considered unsatisfactory attendance.
