Hauptaufgaben Incumbent serves as a management analyst for the USAG ITALY. Responsible for Manpower management, equipment documentation, and organizations located throughout United States Army Garrison Italy area of responsibility. Develops, analyzes, and reviews the structure of assigned units and participates in the Command Plan (CPLAN) and Management of Change (MOC) Window process. Processes requests for personnel actions and maintains personnel databases. Coordinates and processes equipment change requests for documentation of Modified Table of Organization and Equipment (MTOE) and Table of Distribution and Allowances (TDA). Receives and reviews Resource Guidance (RG) from HQ, IMCOM Europe and initiates corrective action to resolve errors or questionable Manpower transactions. Recommends allocations adjustments to Manpower spaces on TDA or reduction of spaces to specific units/activities. Performs Manpower analyst functions for assigned garrison organizations. Accounts for all civilian and military spaces allocated to assigned organizations per TDA documentation. Conducts independent cost and economic analysis of current or projected systems RM-Online. Serves as the technical expert and primary point of contact for the systems RM-Online. Incumbent is the advisor on all RM-Online issues for the other analysts, the Manpower supervisor, and is the primary POC for USAG-Italy Resource Management Office for RM-Online related contract issues and system interface problems. Incumbent recommends solutions for unique problems and coordinates corrective actions through contacts with various offices and stakeholders at HQ, IMCOM Europe and the Consolidated Analysis Center, Incorporated (CACI). Analyzes complex planning, programming, and budgeting policies, procedures, issues, and guidance to determine impact on assigned programs. Receives, analyzes, breaks down and recommends civilian space allocations. Develops and coordinates objectives, plans, and procedures to effectively aid in the allocation and management of command resources. Responsible for coordinating the planning and programming processes to develop input to the Program Objective Memorandum (POM), to include formulation, presentation, and review. Conducts organizational studies to enhance productivity of interrelated organizational elements, functional areas, or activities. Analyzes the mission and functions of organizations, functional areas, or activities. Through a review of statistical and narrative data, validates approval documents and recommends the distribution and transfer of Manpower space allocations among activities. Reviews, analyzes, and documents the process to assure the existence of sufficient historical data, records, and audit trails. Identifies the need for changes in the organization and procedures and develops plans and methodologies for reorganization as required to improve operations. Conducts assigned Manpower and equipment review and analysis concerning areas such as missions, capabilities, command and operational relationships, and systemic procedures. Manages the allocation of limited Manpower resources based on command priorities, historical utilization data, and analysis of mission and functions. Produces reports and keeps track of statistical data and other records used in the performance of assigned duties. NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break. Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below. EXPERIENCE: Applicants must have a minimum of 1 year of specialized experience equivalent to at least the UA-01 grade level. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
